What are the material issues the company has identified?

In its 2021 ESG Report SINBON identified a range of material issues, such as environmental management, integrity and compliance, innovation and R&D, occupational safety and health. Among these, creating economic value for its stakeholders stands out as a key material issue for SINBON.

Stakeholder engagement in accordance with the GRI Standards

The Global Reporting Initiative (GRI) defines the Principle of Stakeholder Inclusiveness when identifying material issues (or a company’s most important impacts) as follows:

“The reporting organization shall identify its stakeholders, and explain how it has responded to their reasonable expectations and interests.”

Stakeholders must be consulted in the process of identifying a company’s most important impacts and their reasonable expectations and interests must be taken into account. This is an important cornerstone for CSR / sustainability reporting done responsibly.

What are the material issues the company has identified?

In its 2020 Sustainability Report Huawei identified a range of material issues, such as climate change/ carbon emission reduction, cyber security and privacy protection, circular economy, renewable energy. Among these, promoting sustainability across its supply chain stands out as a key material issue for Huawei.

Stakeholder engagement in accordance with the GRI Standards

The Global Reporting Initiative (GRI) defines the Principle of Stakeholder Inclusiveness when identifying material issues (or a company’s most important impacts) as follows:

“The organization should identify its stakeholders, and explain how it has responded to their reasonable expectations.”

Stakeholders must be consulted in the process of identifying a company’s most important impacts and their reasonable expectations and interests must be taken into account. This is an important cornerstone for CSR / sustainability reporting done responsibly.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics Huawei engaged with its stakeholders through stakeholder surveys.

What actions were taken by Huawei to promote sustainability across its supply chain?

In its 2020 Sustainability Report Huawei reports that it took the following actions for promoting sustainability across its supply chain:

Promoting environmental sustainability

Huawei has incorporated environmental requirements into its procurement strategy and processes. Environmental factors are considered during supplier qualification, selection, review, performance management, and in selection of materials. In addition to complying with all applicable environmental laws and regulations, Huawei is also building a competitive and green supply chain by offering proper incentives to suppliers. In 2020, Huawei encouraged its top 100 suppliers to calculate their carbon emissions, set carbon emission reduction targets, develop plans, and implement programmes. By the end of 2020, all the top 100 suppliers had calculated their carbon emissions. 93 suppliers had set targets for reducing emissions, and were implementing their emission reduction programmes. The remaining 7 suppliers were also making progress. Total carbon emissions by Huawei’s suppliers generated in the course of working with Huawei in 2020 were about 12.46 million tons, down 300,000 tons compared with 2019.

Implementing a Supplier CSR Agreement

Huawei requires that all suppliers sign and abide by its Supplier CSR Agreement. This agreement covers areas like labour standards, safety and health, environmental protection, business ethics, and management systems. Huawei sees the use of child labour or forced labour as a red line issue, and regards compliance in this respect as a prerequisite for supplier qualification. Huawei has zero tolerance for violations of CSR red lines, and will immediately terminate relationships with any supplier that breaches these rules. In furtherance of its goal of sustainable procurement, Huawei also regularly delivers CSR training to all procurement staff. This training covers procurement CSR agreements, red lines, processes, and audit practices. CSR requirements are incorporated into the performance indicators of all teams in Huawei’s procurement department.

Auditing suppliers

Huawei adopts a risk-based approach to supplier audits and every year audits all major suppliers. Combined, these suppliers represent 90% or more of Huawei’s procurement spending. Huawei assigns each supplier one of three risk ratings (high, medium, or low) after a comprehensive assessment of indicators such as procurement amount, material category, supplier locations, severity of CSR risks, and CSR score from the previous year. Huawei develops an annual sustainability audit plan to deal with suppliers that are assessed as posing a medium or high risk. Huawei performs onsite assessments on all potential suppliers to examine their sustainability systems, their capacity to comply with applicable laws, regulations, and the Supplier CSR Agreement, and their actual level of compliance. No company that fails the assessment is eligible for consideration to become a Huawei supplier. Huawei has developed its Supplier CSR Audit Checklist which references industry best practices and is adapted to the specific features of its suppliers. This checklist is regularly reviewed and updated. The CSR audit covers issues including prohibition of child labour, modern slavery, and forced labour; protection for underage workers; prevention of discrimination and punishment of employees; freedom of association; working hours; wages and benefits; fire control; safety and health; environmental protection; carbon emissions reduction; business ethics; and management of the CSR practices of tier-2 suppliers. Huawei conducts supplier CSR audits using internationally recognised methods, such as onsite inspections, employee interviews, management interviews, documentation reviews, and online searches, and uses the Blue Map developed by the Institute of Public and Environmental Affairs (IPE) to assess suppliers’ compliance with environmental requirements. Prior to audits, Huawei provides suppliers with coaching on CSR self-assessments. During audits, Huawei arranges for experts to work onsite with suppliers so that they can identify problems and suggest improvements. In 2020, Huawei assigned CSR risk ratings to more than 1,600 major suppliers, and conducted onsite audits on 319 suppliers, including new suppliers and current suppliers that posed medium or high risk. 116 of these suppliers were audited by third-party auditors. If Huawei discovers a problem during an onsite audit, it helps the supplier resolve the issue using the CRCPE methodology (check, root cause analysis, correct, prevent, evaluate). This methodology helps suppliers to identify common problems and develop targeted solutions.

Appraising suppliers’ sustainability performance

Every year, Huawei appraises suppliers’ overall performance based on their sustainability performance, onsite audit results, and improvements made. When Huawei appraises the sustainability performance of its suppliers, it takes into account how they manage their suppliers’ sustainability. Huawei encourages its suppliers to develop a CSR management system based on the IPC-1401 Supply Chain Social Responsibility Management System Guidance. Suppliers are classified into four grades (A, B, C, and D) based on their sustainability performance. The amount of business Huawei does with each supplier depends partly on their sustainability performance, which is also a factor considered in tendering, supplier selection, portfolio management, and other processes. Where other factors are equal, suppliers that perform well in sustainability are given a larger share of business or more business opportunities. The reverse is true for low-performing suppliers. Depending on the situation, Huawei may instruct suppliers with poor sustainability performance to resolve existing issues within a specified timeframe; or it may reduce their share of business or offer them fewer business opportunities; or it may even terminate its business relationships with those that display exceptionally poor performance.

Providing training

Huawei regularly provides sustainability training and coaching for its suppliers. Huawei asks its suppliers to adopt industry best practices and to embed sustainability requirements into their business strategies in order to reduce risk and boost their efficiency. Huawei is aware that each supplier brings unique experience and competencies to sustainability that may benefit their peers, so it encourages its suppliers to learn from each other and grow together through benchmarking. Based on its many years of experience, Huawei has developed a cost-effective and efficient “Learning by Benchmarking” model for suppliers. This model includes the following steps:

Setting priorities: Huawei asks suppliers about their CSR concerns, lists the most common issues, and ranks them in order of priority.

Identifying benchmarks: Huawei identifies which suppliers perform best, and analyses their best practices.

Sharing and learning: Huawei invites the benchmark suppliers to share their best practices, and encourages all suppliers to learn industry standards and norms.

Implementation: Huawei asks experts to develop templates and checklists, and helps suppliers assess their own performance and introduce best practices.

Implementing a Supplier Code of Conduct

The HTC Supplier Code of Conduct details the responsibilities and regulations that have to be followed by all suppliers doing business with HTC. In addition, HTC also conducts a regular assessment of the implementation of the Code as the basis for its further selection of business partners. At the end of 2020, a total of 175 suppliers signed the Supplier Code of Conduct, with the rate of signing reaching 100%.

Assessing and auditing suppliers

All HTC candidate suppliers are required to fill in a Self-assessment. Since 2016, the weight of CSR-related questions in the Self-assessment survey for new suppliers increased. During each quarterly supplier review meeting, the CSR-related performance of major suppliers will be checked and the results will act as the reference for the supplier screening process. For new suppliers, the CSR self-assessment questionnaire must be filled and returned. The content of the questionnaire is designed based on the five major aspects of HTC’s Supplier Code of Conduct: labour, environment, health and safety, ethics and management system. Additionally, a “Supply Chain CSR Compliance Audit” has been implemented since 2011, based on initial risk determination (including geographic location, products, news, etc.). In cases of noncompliance, besides requesting the suppliers to respond with improvement measures, HTC also provides management system and implementation experience to suppliers for reference and puts them in the priority list for an on-site audit next year, in order to prevent similar incidents from happening.

Abstract

ST requires its suppliers to implement the Responsible Business Alliance (RBA) standards and encourages them to address ethics, social, environmental, and health and safety risks. In order to promote sustainability across its supply chain ST took action to:

assess suppliers

protect vulnerable workers

support suppliers towards compliance

What are the material issues the company has identified?

In its 2021 Sustainability Report ST identified a range of material issues, such as health & safety, human rights, GHG emissions, ethics, energy efficiency. Among these, promoting sustainability across its supply chain stands out as a key material issue for ST.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics ST conducted a survey among its nine categories of stakeholders, collecting 344 survey results.

What actions were taken by ST to promote sustainability across its supply chain?

In its 2021 Sustainability Report ST reports that it took the following actions for promoting sustainability across its supply chain:

Assessing suppliers

ST’s Responsible Supply Chain programme is based on the Responsible Business Alliance (RBA) methodology, adopted in 2005 and deployed progressively in its supply chain since then. It comprises three main steps:

Suppliers declare their commitment to ST’s RBA-based standards.

Suppliers complete an RBA self-assessment. The results enable ST to identify areas that require attention.

Suppliers receive an RBA audit to monitor and control compliance and address areas of non-compliance.

Overall, for both direct and indirect suppliers, 95% of eligible tier 1 suppliers have signed a commitment letter (step 1). In total, since the start of the programme in 2015, ST’s suppliers have undergone 265 RBA-based audits (step 3), +49% compared to 2019. In addition, ST regularly evaluates its suppliers’ performance on social, environmental, and health and safety criteria, and deploys specific programmes to address environmental and safety topics.

Protecting vulnerable workers

In every action it instigates in its supply chain, ST’s priority is to detect and address the most severe impacts for vulnerable workers. ST has a zero-tolerance policy towards forced labour and maintains strict control of working hours and wages to ensure decent living conditions and avoid any risk of coercion. In 2020, ST focused on addressing some of the most impactful risks it had detected:

Impact of lockdowns on foreign migrant workers in Malaysia due to the pandemic: ST communicated with direct manufacturing suppliers to verify that salaries were maintained to ensure basic needs and that annual leave entitlements were not affected.

Recruitment fees for foreign migrant workers in Taiwan: ST launched a zero-recruitment fees campaign with five suppliers to accelerate their adoption of a zero-fee recruitment policy.

Supplier corrective actions for priority findings on forced labour: ST closely monitored the corrective actions for priority findings involving foreign migrant workers, such as reimbursing fees, payment of incomplete wages and contract substitution, requiring suppliers to complete their closure audits within the year.

Addressing such systemic and complex issues may be challenging, but ST has noticed an increasing willingness to collaborate and improve the overall situation from its suppliers.

Supporting suppliers towards compliance

ST is not only committed to controlling its suppliers, but also to supporting them in raising their awareness and capability to comply with required standards. ST’s aim is to help its suppliers improve their performance sustainably, through dedicated e-learning on risks in areas such as labour (including working hours and forced labour), ethics, health and safety, environment and management systems. Along with the customised supplier e-learning paths ST launched in 2019 through the RBA platform, its worldwide community of experts supports suppliers’ continuous improvement through ongoing dialogue and sharing best practices. For example, at ST Bouskoura (Morocco), after encountering difficulties in reducing the working hours of security services below 72 hours per week, ST launched a new bidding process that included criteria for working hours compliance. In 2020, ST chose a new service provider and, by working closely together, reduced working hours to 60 hours per week, with a strong positive impact on workers’ lives. ST also organised online meetings to share best practices between its sites in Malaysia and China and some major manufacturing suppliers. Topics included how to better manage working hours and how to organise supply chain controls.

What are the material issues the company has identified?

In its 2020 CSR Report Wistron identified a range of material issues, such as economic performance, data protection and privacy, health and safety, environmental compliance, waste management. Among these, promoting sustainability among its suppliers stands out as a key material issue for Wistron.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics Wistron conducted materiality questionnaire surveys on identified stakeholders, collecting a total of 270 questionnaires.

What actions were taken by Wistron to promote sustainability among its suppliers?

In its 2020 CSR Report Wistron reports that it took the following actions for promoting sustainability among its suppliers:

Organising a supplier conference

The Wistron Group Partner Conference is hosted every year in honour of suppliers with outstanding performance in sustainability, social responsibility, and greenhouse gas inventory reports. Wistron invited third-party institutions responsible for GHG inventory, RoHS (Restriction of Hazardous Substances) inspections, and reducing greenhouse gas emissions to attend the 2020 CSR/GHG Supplier Conference and provide training for suppliers. In addition, Wistron also explained Wistron’s management policies for sustainability and social responsibility to suppliers. In response to changes in the globalisation environment, Wistron provided complaint channels to suppliers in Taiwan and Mainland China with the aim of achieving friendly, mutually beneficial, and common growth for sustainability.

Procuring non-conflict minerals

Wistron complies with the Responsible Minerals Initiative (RMI) and is committed not to use minerals such as tantalum, tin, tungsten, and gold associated with armed conflict, forced labour, or child labour abuse, or mining under other illegal and harsh working conditions. RMI included “cobalt” as a fifth mineral for management in 2019. Wistron updated its procurement management regulations in 2020 to include cobalt under conflict mineral management and ensure that suppliers do not purchase materials from armed conflicts. Wistron also requested main material suppliers to sign the “Declaration of Non-use of Conflict Minerals (Including Tungsten, Tin, Tantalum, and Gold)”. 1068 suppliers (89.8% of suppliers) have signed the Declaration. Suppliers must adhere to the requirements in the statement or Wistron will immediately cancel the qualifications in the event of a violation. No supplier violated the requirements and lost their qualifications in 2020.

Auditing suppliers

Wistron evaluates the five major dimensions of management regulations of 110 suppliers based on the RBA (Responsible Business Alliance) requirements. Wistron performs onsite audits and verification at suppliers’ production sites. The 2020 audit results were approved based on Wistron requirements. A score of lower than 80 points in the audit results is deemed as unapproved. Wistron will ask the supplier to propose improvement measures for discrepancies found in the audit. The supplier is required to complete improvements for the discrepancies, report back, and file a re-audit application within two months. If the re-audit results are still not approved, it may not file any application within six months. Where the issues discovered affect the quality of materials supplied, the materials/supplier will be replaced with alternatives. Wistron uses the aforementioned audit procedures to make sure its suppliers meet requirements in the RBA management system.

Which GRI Standards and corresponding Sustainable Development Goals (SDGs) have been addressed?

The GRI Standards addressed in this case are:

1) Disclosure 308-1 New suppliers that were screened using environmental criteria

What actions were taken by Micron to promote sustainability across its supply chain?

In its 2020 Sustainability Report Micron reports that it took the following actions for promoting sustainability across its supply chain:

Promoting compliance

Micron performs a supplier risk assessment that aligns with its own Code of Business Conduct and Ethics and the RBA (Responsible Business Alliance) code of conduct. In addition, Micron expects all suppliers to be able to provide evidence of compliance with the following:

An annual RBA self-assessment questionnaire (SAQ) for a company’s headquarters and all facilities or Micron’s sourcing compliance assessment (SCA)

An RBA audit or equivalent for any facility identified as high-risk

S. Foreign Corrupt Practices Act

K. Bribery Act

California Transparency in Supply Chains Act of 2010

K. Modern Slavery Act of 2015

An updated conflict minerals reporting template (CMRT) in case of addition of any new smelter or change of status of existing smelters

Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), updated and provided every six months or as any product change requires

Restriction of Hazardous Substances (RoHS), updated and provided every 12 months or as any product change requires

CDP (formerly the Carbon Disclosure Project)

A sustainability/corporate social responsibility or equivalent report

Micron also requests that suppliers provide transparency through supply visibility mapping and supplier assessments, including the following information:

Data points such as manufacturing locations, emergency contacts, manufacturing recovery time and locations of critical subtier suppliers

Business continuity processes and programmes at manufacturing locations

Event impact notification responses associated with Micron’s supply chain

Programmes and policies related to ethics, environment, forced labour and safety

Screening, assessing and auditing suppliers

Micron’s sourcing risk and compliance group oversees supply chain risk management, which includes environmental, human rights and geopolitical risks. This team continues to mature its mission of enabling a resilient, compliant and sustainable global supply chain, including new and incumbent supplier screening, assessments, investigations, risk profiling, development and auditing. Each year, members of the sourcing risk and compliance group do the following:

Screen and assess: Micron initially assesses suppliers using inputs from business continuity processes, geographic location, type of commodity or service, Micron’s history with the supplier and third-party reviews. Micron conducts additional screening for new suppliers.

Score: Micron maps suppliers at the manufacturing level, focusing on business continuity planning processes, ethics, location, forced labour, environment and safety. Micron assigns an operational risk score that indicates risk associated with manufacturing or business disruption, as well as a score that indicates risk associated with responsibility and compliance. Each score may be high, medium or low.

Audit: Suppliers identified as high risk may be audited in person to make sure they comply with Micron’s code of conduct.

Improve and develop: Micron may develop a mitigation plan and request improvement actions of any suppliers found to be out of compliance or the suppliers may be removed from the supply base. Micron may establish corrective action plans, carry out in-person training or develop scorecard reviews or other plans to improve suppliers’ risk profiles.
