What are the material issues the company has identified?

In its 2017 Corporate Sustainability Report ASE identified a range of material issues, such as regulatory compliance, waste management, climate change, water resource management, employee health and safety. Among these, promoting employee development stands out as a key material issue for ASE.

Stakeholder engagement in accordance with the GRI Standards

The Global Reporting Initiative (GRI) defines the Principle of Stakeholder Inclusiveness when identifying material issues (or a company’s most important impacts) as follows:

Stakeholders must be consulted in the process of identifying a company’s most important impacts and their reasonable expectations and interests must be taken into account. This is an important cornerstone for CSR / sustainability reporting done responsibly.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics ASE carried out a stakeholder survey, with 1,408 questionnaires completed to understand stakeholders’ level of concern for various topics.

In its 2017 Corporate Sustainability Report ASE reports that it took the following actions for promoting employee development:

Implementing an Employee Career Development System

In ASE, all facilities need to formulate the following year’s annual training and course programme, according to their own business and organisational needs and adapting to the framework of ASE’s Six-Path Employee Career Development System through four approaches: classroom training, online courses, on the job practice and external training. In 2017, ASE invested around US$2.07 million in employee development programmes, averaging about US$112 per employee. ASE also provide reimbursements for tuition expenses for employees pursuing an advanced degree in their field of work and, in 2017, 132 degrees were sponsored by the tuition reimbursement programme. ASE specially pays attention to the cultivation of internal lecturers, and continues to run the TTT (Train The Trainer) programme year by year. By the end of 2017, ASE had 3,909 internal lecturers and a total of 8,315,240 training hours were completed. The average hours of training and development courses offered was 121 hours per employee.

Enhancing the effectiveness of training

In 2017, to enhance the effectiveness of training, ASE launched the V-model training (a training to begin with the end in mind) in its China factories. A variety of approaches and teaching strategies were designed to achieve optimal results and the Kirkpatrick Model was taken into consideration in every step of the design planning, execution and measurement. Most importantly, training results were defined with measurable indicators, to make it possible for trainees to understand the training programmes’ objectives. Once the objectives were ascertained, it was possible to put together available resources to achieve the training purpose.

Establishing the “Employee Development Dashboard”

To ensure the continuous improvement of the Group’s overall competitiveness, ASE has established the “Employee Development Dashboard” since 2015 and uses the Kirkpatrick Model to measure the effectiveness of training indicators. The “Employee Care & Development Taskforce Team” of the ASE Corporate Sustainability Committee annually reviews the dashboard indicators at each site and, based on the dashboard performance, each site is required to establish improvement activities for employee training and development.

Sharing best practices

ASE organises internal HR seminars and invites university professors to speak at these events. At these seminars, participants contribute ideas and engage in discussions on plans and actions to promote ASE’s sustainable development. In 2017, ASE carried out two seminars on corporate sustainability and human resource improvement practices in Taiwan, and also held a V-Model training workshop in China.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics based on stakeholders’ concerns ASE conducted a stakeholder survey, with a total of 866 questionnaires completed by stakeholders.

In its 2016 Corporate Sustainability Report ASE reports that it took the following actions for promoting sustainability among its suppliers:

Implementing a Supplier Code of Conduct

Committed to establishing a sustainable supply chain, ASE requires new suppliers to comply with the “ASE Group Supplier Code of Conduct”. ASE also incorporates sustainability in the management and assessment of suppliers and encourages all suppliers to obtain international certification standards, such as ISO 90001 / TS 16949, ISO 14001, OHSAS 18001, etc. There are two aspects of ASE’s requirements for new suppliers: “Supplier Code of Conduct Commitment Letter” and “Supplier Sustainability Risk Assessment”:

Supplier Code of Conduct Commitment Letter: ASE requests its manufacturing and service suppliers, including new suppliers, to sign the “ASE Group Supplier Code of Conduct Commitment Letter” to guarantee their compliance with the “ASE Group Supplier Code of Conduct” which covers labour, health and safety, environment, business ethics and management system.

Supplier Sustainability Risk Assessment Questionnaire: New suppliers must complete ASE’s sustainability assessment covering regulatory compliance, sustainable management, conflict minerals management, environmental protection, health and safety, labour rights, human rights, etc., to assess sustainability risks associated with new suppliers.

Carrying out supplier risk assessments and audits

ASE carries out, annually, a supplier sustainability risk assessment through a three-stage approach. First, it conducts an initial potential risk analysis on suppliers according to the manufacturing location, procurement amount, and manufacturing processes. Next, ASE conducts a sustainability risk assessment, through questionnaires, on critical and tier 1 non-critical suppliers. Finally, after the questionnaire assessment is completed, high-risk suppliers are subjected to further risk assessment. Additionally, to ensure the effective management of its suppliers’ sustainability performance, ASE regularly conducts on-site / off-site audits and appoints third-party agencies to conduct audits on some critical suppliers. In 2016, ASE completed sustainability audits on 107 of its raw material suppliers and 67 of Human Resource and Service Contractors.

Strengthening suppliers’ capabilities to face sustainability challenges

ASE provides trainings, workshops and seminars to strengthen suppliers’ capabilities to face the ever-changing sustainability trends and to help build up suppliers’ awareness and capabilities for improving their sustainable practices. Accordingly, ASE collaborated with universities and industry alliances to implement a three-year Green Supply Chain Programme, to improve the sustainability performance of its suppliers and create sustainable value. In addition, to strengthen suppliers’ ability to respond to global sustainability trends and risks, ASE organises education and training on various sustainability issues and at multiple facilities, to convey its requirements for supply chain management.

What are the material issues the company has identified?

In its 2016 Corporate Sustainability Report ASE identified a range of material issues, such as regulatory compliance, employee health and safety, waste management, water resource management, training and talent development. Among these, promoting employee communication and engagement stands out as a key material issue for ASE.

Stakeholder engagement in accordance with the GRI Standards

The Global Reporting Initiative (GRI) defines the Principle of Stakeholder Inclusiveness when identifying material issues (or a company’s most important impacts) as follows:

“The reporting organization shall identify its stakeholders, and explain how it has responded to their reasonable expectations and interests.”

Stakeholders must be consulted in the process of identifying a company’s most important impacts and their reasonable expectations and interests must be taken into account. This is an important cornerstone for CSR / sustainability reporting done responsibly.

In its 2016 Corporate Sustainability Report ASE reports that it took the following actions for promoting employee communication and engagement:

Providing two-way communication channels

ASE’s Human Resources Department provides various two-way communication channels for employees to voice any concerns they may have related to their workplace, including the following:

Intranet

E-mails Announcements

Bulletin Boards

On-Site TV News / Information

General Manager Mailbox

Plant Director Mailbox

Employee Opinions Box

Employee Symposium

Topics Workshop

Counselling Room

Labour Meeting

In addition to these channels, ASE emphasises and prioritises dialogues among managers and employees. Managers are expected to actively communicate with employees, and employees are encouraged to provide direct feedback to management through face-to-face dialogues, online surveys, informal gathering and learning course discussion.

Entering into collective agreements with labour unions

ASE has entered into collective agreements with the labour unions at ASE Kaohsiung of Taiwan, ASE Weihai/Suzhou/Wuxi of China, ASE Korea, ASE Japan, ASE Singapore and USI, unions that have been serving ASE employees for many years. In addition, to safeguard and improve employees’ rights and interests, ASE’s Shanghai Packaging and Testing Plant has established the “Shanghai Plant Employees’ Union”. At the end of 2016, the total number of union members was 28,876, accounting for approximately 43% of ASE Group’s total headcount. Union meetings are held once every quarter to communicate with employee representatives and resolve employee welfare issues.

Collecting and analysing employees’ feedback through surveys

ASE formulated the “ASE Group Employee Engagement Survey Implementation Guidelines” to systematically collect and analyse employees’ feedback and suggestions about ASE’s policies. ASE expects all facilities to follow the principles and implementation of the guidelines, focusing on: Corporate Culture, Work Environment, Training & Development, Leadership & Management, Employee Relations and Compensation and Benefits. ASE also carries out employee satisfaction surveys every two years and, in order to encourage employee involvement, in 2016 conducted a total of 320 communications with new employees, 341 symposiums with foreign employees and 263 communication sessions with general employees.

What are the material issues the company has identified?

In its 2016 Corporate Sustainability Report ASE identified a range of material issues, such as regulatory compliance, employee health and safety, labour/management relations, training and talent development. Among these, reducing the amount of waste it produces stands out as a key material issue for ASE.

How stakeholder engagement was made to identify material issues

To identify and prioritise material topics based on stakeholders’ concerns, ASE carried out a survey. In total, 866 questionnaires were completed by stakeholders.

In its 2016 Corporate Sustainability Report ASE reports that it took the following actions for reducing the amount of waste it produces:

Adopting an eco-design approach and promoting waste recycling

To reduce the amount of waste it produces, ASE adopted an eco-design approach. For example, ASE’s lightweight IC design reduces the amount of plastic waste. In addition, ASE continues to reduce pollution and promotes waste recycling to reduce the volume of sludge by enhancing sludge dehydration efficiency and activation rate, reducing and improving process source, recycling waste liquids from electro-plating machines, and discouraging the use of disposable cutlery.

Collaborating to treat special waste liquids and recycle

ASE collaborates with well-known universities to research and develop technologies for treating special waste liquids, such as high concentration of waste liquids containing boron, hydrogen peroxide and high COD. Additionally, in 2016, ASE Kaohsiung and Chungli worked with customers to recycle more than 0.24 million wafer boxes. ASE also cooperates with chemical agent suppliers to recycle and extend the service life of empty barrels, for re-fill and reuse. Accordingly, in 2016, ASE Kaohsiung and Chungli recycled more than 10 thousand empty barrels.

Using green packaging materials

ASE uses packaging materials that are made from recyclable materials. In 2016, ASE recycled 3,432 metric tons of packaging boxes, 1,001 metric tons of pallets, 710 metric tons of wafer boxes and 890 metric tons of other packaging materials. In addition, ASE reduced the consumption of natural resources by sorting and recycling packaging materials.

What are the material issues the company has identified?

In its 2016 Corporate Sustainability Report ASE identified a range of material issues, such as regulatory compliance, waste management, water resource management, labor/management relations. Among these, providing employees with a safe and healthy work environment stands out as a key material issue for ASE.

Stakeholder engagement in accordance with the GRI Standards

The Global Reporting Initiative (GRI) defines the Principle of Stakeholder Inclusiveness when identifying material issues (or a company’s most important impacts) as follows:

“The organization should identify its stakeholders, and explain how it has responded to their reasonable expectations.”

Stakeholders must be consulted in the process s of identifying a company’s most important impacts and their reasonable expectations and interests must be taken into account. This is an important cornerstone for CSR / sustainability reporting done responsibly.

How stakeholder engagement was made to identify material issues

To identify and prioritize material issues ASE engaged with its stakeholders through a survey – 866 questionnaires were completed by stakeholders.

What actions were taken by ASE to provide employees with a safe and healthy work environment?

In its 2016 Corporate Sustainability Report ASE reports that it took the following actions for providing employees with a safe and healthy work environment:

Implementing an OHS management system

ASE implements an OHS (occupational health and safety) management system to prevent all types of accidents and ensure employees’ health and safety. The OHS management system covers occupational safety, emergency response, work injury and occupational disease prevention, industrial hygiene, physical labor work, machinery protection, public health and accommodation, and health and safety information. Additionally, every year ASE assesses and identifies risks for all new or modified manufacturing processes, determining risks and applying control procedures where needed.

Promoting disaster and emergency preparedness

All ASE manufacturing facilities have disaster response and recovery plans and, once a year, carry out full-scale emergency drills in cooperation with local authorities. Some of ASE’s facilities are located in earthquake and typhoon prone areas, and these drills enable the company to effectively prevent major damages to human lives or buildings, as well as disruptions to its production processes. In 2016, ASE conducted 937 drills for earthquakes, fire and chemical disasters.

Providing employees with health and medical care

ASE offers employees complete health and medical care, which includes preventative care, statutory infectious disease emergency response procedures and emergency rescue response procedures. By monitoring and analyzing employees’ health records, ASE is able to identify risk areas affecting employees’ health and to actively improve their physical well-being.

Which GRI indicators/Standards have been addressed?

The GRI indicator addressed in this case is: G4-LA7: Workers with high incidence or high risk of diseases related to their occupation and the updated GRI Standard is: Disclosure 403-3 Workers with high incidence or high risk of diseases related to their occupation

78% of the world’s 250 largest companies report in accordance with the GRI Standards

SustainCase was primarily created to demonstrate, through case studies, the importance of dealing with a company’s most important impacts in a structured way, with use of the GRI Standards.
